The third progress report by the Royal Commission on Victorian Outer Ports. The report concerns the recommendations for improving the port facilities for users of the Port of Warrnambool. Accompanying the report are three associated folding maps. Two are suggested developement plans for the port and the third is a large scale folding map of Western Victoria. There are nine regular and aerial photographs of the port and surrounds.
